Renewal

Rehabilitate or replace? Framing the infrastructure renewal decision

The choice is not simply old versus new. It depends on service needs, condition, future demand, constructability, disruption, compatibility and how much useful life an intervention can restore.

Define the problem first

A capacity problem, structural deterioration, obsolete controls and poor accessibility may point to different solutions.

Compare service after intervention

A cheaper rehabilitation that cannot meet future needs may not be the better lifecycle choice.

Consider project interactions

A street reconstruction, building renovation or utility relocation can change the timing and economics of renewal.

Document assumptions

Future demand, useful life, escalation and service goals should be visible so the decision can be revisited.

Scope. This page explains asset-management concepts, not operating procedures for critical infrastructure. Inspection methods, intervention thresholds and safety decisions must follow the asset owner’s standards, local rules and qualified professional judgement.
